Achieving 25 x 25

In July 2006, Governor Jim Doyle made an historic announcement, the “Declaration of Energy Independence” which charts a new course for clean energy in Wisconsin. A few months later, in April of 2007, Governor Doyle issued Executive Order 192 creating the Office of Energy Independence (OEI) to lead the state’s effort to advance clean energy and bioproducts. This was the beginning of an effort to become the nation’s leader in the drive toward energy independence, moving us away from our addiction on foreign oil.

The OEI is committed to supporting Wisconsin's goal of generating 25% of its electric power and transportation fuels from renewable resources by 2025, capturing 10% of the emerging bioindustry and renewable energy market by 2030, and leading the nation in groundbreaking research that will make clean energy more affordable and will create good paying Wisconsin jobs.

 Mission

o      Advance Wisconsin’s vision for energy independence

§      Generate 25% of electricity and transportation fuels from renewable resources by 2025

§         Capture 10% of the emerging bio-industry and renewable energy market by 2030

§         Become a national leader in research to make alternative energy affordable and to create new good paying jobs for Wisconsin

 

Focus

  • Ensure and facilitate implementation of Governor’s energy independence initiatives
  • Serve as single – point of contact and ombudsperson for businesses, local units of government and NGOs pursuing bio development, energy efficiency, and energy independence
  • Develop energy independence policy options for consideration by Governor – including several event/ outreach opportunities
  • Identify federal funding opportunities and facilitate state / local government and private sector application for funding
  • Serve as the State Energy Office and perform duties necessary to maintain federal designation and federal funding

Metrics

  • Increase renewable fuel production & consumption  
  • Increase renewable electricity production (RPS)
  • Decrease reliance on fossil fuels – energy efficiency
  • Renewable energy job growth & economic activity
  • Increase private/federal funding for research, development & commercialization
  • Increase use of bio feedstocks as a replacement for petroleum
